3) The associated WBS Dictionary.
The Scope Baseline is set in stone, and therefore can only be changed using formal change control procedures. It is used as a basis for comparison to actual results.
The Scope Baseline is an output of the Create WBS process, and identifies all the Deliverables from which you derive the type and quantity of resources required to create the deliverables.
Requirements Documentation is used to develop the Scope Baseline.
